The shooting suspect, Emote Morgan, was released from prison after a hit-and-run incident involving the shooting and killing of Chicago in April Policemen Officer Ella Frankie.
In April, 21-year-old Morgan drove a Dodge caravan irregularly on a circular crosswalk in Chicago, Illinois. Morgan eventually rammed the van into the vehicle of another man, who ejected it from the vehicle through the windshield and hit a stop sign. Morgan continued on until he hit a parked car not far from the accident site.
Morgan was eventually arrested by the local police and arrested at the scene. According to the police, he was charged with driving without a license, driving an uninsured vehicle and leaving the scene of the accident.
He was released due to personal secured bonds.
At the time of the accident, Morgan was already on probation for the 2019 robbery allegations. He was scheduled to be interviewed by a local judge on the hit-and-run incident on August 10, and that is, Chicago police officer Ella French was killed three days later.
On May 18, the Cook County Adult Probation Department filed a petition stating that Morgan violated his probation in the robbery case and made a new arrest during the hit and run.
Morgan had previously appeared before the judge on the hit-and-run incidents on May 7 and July 22.
Diane, a physician at Northwest Hospital Chicago Sun Times Regarding the situation of the victim sitting next to him after the accident and Morgan’s disposal that day.
“He is not in good health, I mean it was just a terrible head trauma,” she said of the victim. “I told him not to move because if there is any spinal cord injury, I don’t want him to get worse.”
The victim was taken to Northwest Memorial Hospital and is in stable condition.
Diane said that when Morgan was driving, she felt that he was “going to kill” and that she “never seen anyone drive so recklessly in my life.”
Diane also talked about Morgan being free, even though he allegedly killed the French.
“It’s incredible that they let him go,” the doctor said. She was afraid of revenge and only hoped to use her name to confirm her identity. “If he didn’t let him come back, it could have been avoided. I don’t believe it at all, I feel sorry for her family.”

On August 7, French and her partner stopped the car of Emment and his brother Eric Morgan in West Englewood, Chicago due to the expiration of the license plate. According to state attorney James Murphy, there is also an open alcohol container in the car.
There was a quarrel between Emment Morgan and French that stretched from the trunk to the inside of the car. Morgan allegedly shot and killed French, then shot her partner twice in the head and one shot in the right shoulder.
Morgan was hit in the abdomen and left arm twice by a third police officer at the scene and was taken to Christ Medical Center. The French partner is currently in critical condition at the University of Chicago Medical Center.
Emont Morgan was charged with first-degree murder of a sheriff, two counts of attempted first-degree murder of a sheriff, aggravated illegal use of weapons, and illegal use of weapons by felons.
22-year-old Eric Morgan was charged with aggravating illegal use of weapons, illegal use of weapons by felons, and obstruction of justice.
Jamal Danzy, 29, has also been charged by the U.S. Attorney’s Office with a federal firearm violation. He allegedly bought the used weapon and gave it to Eric Morgan, even though he knew that Morgan was a convicted felon.
The Morgan brothers are currently in custody and cannot be released on bail.
Frankie’s brother Andrew French told the media Chicago Sun Times His sister “always wanted to make a difference.”
“I was never surprised when she said that she would become a sheriff and then a policeman. It made sense,” he said.
According to police chief David Brown, French has been working in the Chicago Police Department since April 2018, and her colleagues have worked in the department for six years.
