There is no such thing as a duplicate content penalty.

All you need to do is make the content unique.

But in reality, it’s more complicated than it looks.

My suggestion is to identify each page and assign unique authors to modify pages they didn’t write in the first place.

If that’s not possible, at least rewrite any duplicates on the category pages.

The biggest secret I’ve found to fix duplicate content is to hire new writers.

It works every time.
