ITPS Announces Billie Flynn as Vice President of Technology and Strategic Development


ITPS is pleased to announce that Billie Flynn has been named Vice President of Technology and Strategic Development.

Billie has made outstanding contributions to our programs, courses and teaching since joining us over a year ago. As a fifth-generation fighter subject matter expert, he is providing the necessary advice and guidance for the development and service of the International Test Pilot School. International Tactical Training Center (ITTC).

His experience flying the world’s most advanced 5th generation fighter jets is being used to develop a 5th generation technology roadmap to ensure that ITPS/ITTC 5th generation platforms and courses prepare fighter pilots and test pilot students for advanced fighter jets.

Billie will support the development, testing and service introduction of the ITPS 5th Generation Agent Training Aircraft (5STA) and Advanced Control Evaluator L-39 (FBW, VSS aircraft) and perform a business development role leading key programs for the Test Pilot School. He Students will continue to be provided with insights and guidance on modern fighter jet flight testing and flight test safety.

On the tactical side, Billie will advise on the technical and curriculum development of the ITTC program, both nationally and worldwide, to reflect the advancements necessary to properly equip today’s fighter pilot cadets with tomorrow’s in-service fighters.

Billie is a former Royal Canadian Air Force fighter pilot and test pilot. Billie’s more than 30-year flight test career includes fighter jets at Edwards AFB, Eurofighter at DASA (now Airbus, Manching), and F-35 at Lockheed Martin. After evaluating all variants of the F-35 and extensive F-16 testing, he retired from Lockheed Martin as a senior F-35 test pilot and researcher. Billie is a fellow and past president of the Experimental Test Pilots Association.

When asked about his new role at ITPS, Billie commented: “I am delighted to support ITPS as it grows and leverages technological advancements to provide world-class guidance to future test pilots and flight test engineers.” The future does look very bright.”
