In October, five people were arrested for “participating in an international campaign of threats, harassment, surveillance, and intimidation” of an unnamed Chinese target living in the United States.
The new indictment includes 50-year-old prosecutor Tu Lan, who was accused of going to the United States in 2017 to direct a “harassment campaign” and later obstructing investigations.
According to the indictment, the defendant brought the target’s father to the United States for use in order to persuade him to return to China.
They also harassed his adult daughter to increase stress and send threatening messages.
According to the Ministry of Justice, a note was posted at the target residence in September 2018, which read: “If you are willing to go back to the mainland and go to jail for 10 years, your wife and children will be fine. This is the end of the matter!”
