“Our hearts are with all those who will be severely affected. The referral is related to yesterday’s incident and the connection between the police and Jack Davidson before the incident, including the role and actions of the troops in gun licensing.
“After evaluating the referral, we decided to conduct an independent investigation, focusing on Jack Davidson’s gun licensing history and its impact on the tragic events of Thursday, August 12.”
IOPC stated that it is not yet clear whether Davidson has a license for the gun used in the attack.
Davidson claims to be an “incel”, an online community of men who are extremely misogynistic, who think they are owed sex. Incel is short for involuntary celibacy.

The gunman took an anger management course after the alleged attack last year. According to the “Daily Telegraph”, a few months ago, he had an argument with his father.
A source close to his family told the newspaper: “Obviously, he has been mentally ill and beat his father a few months ago.
“The police took his gun license from him, but returned it to him.”
According to a friend of his family, concerns about the 22-year-old man’s mental health have been raised to the NHS and the police.
“The NHS basically says they are understaffed, nothing more,” a friend told The Mirror.
She added: “This could have been avoided.
“This person shouldn’t be on the street under his condition.”
The NHS has been contacted for comment.
