An independent investigation has been launched after an electrician sexually abused the body in two Kent hospital morgues.
Health Minister Sajid Javid announced that an independent investigation into the crime committed will be conducted.
David Fuller admitted to murdering Wendy Kernell and Caroline Pierce in 1987, and then he filmed himself in a series of attacks on the bodies in the morgue.
In his speech in the House of Commons, Mr. Javid said: “Given the scale and nature of these sexual crimes, I think we must go further. Today I can announce that I will replace trust investigations with independent investigations.
“The investigation will investigate the circumstances of crimes committed in hospitals and their impact on the country.
“This will help us understand how these crimes occurred without being discovered by the trust agency, identify any areas that require early action by the trust agency, and then consider broader national issues, including the NHS.”
The Minister of Health said that Sir Jonathan Michael will lead the investigation.
The independent investigation will be divided into two parts; first, this will be an interim report expected “at the beginning of the new year”, while the second part will take the form of a final report, focusing on national conditions and broader experience in the NHS and other environments lesson.
The Minister of Health told the House of Commons: “We have a responsibility to everyone affected by these shocking crimes to do the right thing for those we have lost and those who are still in shock and grief.
“We can’t say anything in this place to make up for the damage that has been done, but we must take action to ensure that such things never happen again.”
After the incident, the Minister of Health has apologized to all the friends and family members of the victims.
Mr. Javid said: “This is a deeply disturbing case involving a distressing crime within the health service.
“The victims are not just family and friends who have been abused in this most terrible way. They are also those who have been left behind.
“Those who have experienced this loss and are now experiencing unimaginable pain and anger. They are also victims.
“Even if we investigate what happened, as the Minister of Health and Social Care, I still have to apologize to all the friends and family members of the victims for the crimes and injuries committed under the care of the NHS. And the pain they felt.
“I know that no apology can eliminate the pain and suffering caused by these crimes, but in the face of such serious dignity and safety issues, we have the responsibility to investigate in detail what happened and ensure that it does not happen again.”
