According to preliminary census data, overall, Brunei’s population is decreasing by 5.2% every year. The total number of residents has dropped from 453,600 in 2020 to 429,999 in 2021. Due to the decrease in foreigners, the population has declined for the second consecutive year.
By 2021, Brunei citizens and permanent residents will account for 82.2% of the total population, while foreigners will account for 17.8%.
In 2020, Brunei reported that the number of migrant workers has fallen for the first time since records have been made since the border closure of Covid-19 has lasted for 19 months. As part of the pandemic control measures, the Ministry of the Interior stopped issuing work permits to foreigners in March last year, allowing only workers deemed important to the economy to enter the country.

According to Brunei’s Ministry of Economic Planning and Statistics, many foreigners also left the country when their contracts expired.
Preliminary data from the 2021 census released on October 18 shows that the number of foreign residents has fallen by 8.6% year-on-year.
Another reason for the decrease in foreign workers is that the government introduced a policy two years ago to limit the number of foreign workers employed by employers in specific industries. Employers must prioritize the recruitment of Brunei people by introducing a “local and foreign labor ratio”.
According to the annual corporate census, the number of locals in the private sector exceeded foreign workers for the first time in 2019.
The elderly population has almost doubled in ten years
The census also shows that Brunei is moving towards an aging population because there are fewer people in the 0-12 age group, while the number of elderly people has increased. In the past ten years, the number of children in the 0-12 age group has decreased by 10.7%, which means that the birth rate has fallen. The number of adolescents between the ages of 12 and 17 has also decreased, by 10.3%.
On the other hand, compared with the 2011 census, the population of people aged 60 and above has increased by 93.4%. The elderly now account for 10.1% of the total population.
The census is conducted every ten years to provide a new benchmark for Brunei’s population and housing conditions, and to help formulate public policies in education, medical care, housing, land use, and transportation.
