Very good question. But after Psaki, Jean-Pierre never really answered this question.
Jean-Pierre said that most people arrested at the border were deported under Article 42.

But at the same time, reporters vaccinated by the White House must wear masks. Federal employees will be required to wear masks. If the school reopens in the fall, children who rarely get it, or even take it seriously, will have to wear masks. How is this logic or reason?
