When Joe Biden started to stare at someone, he was signing a commendation for an officer. After he motioned for her to come over and pulled her to his lap, it was obvious that this was a little girl. He leaned against her, whispered, putting his nose in her hair. She seemed uncomfortable and moved away from him.
