Duda said that if the previous owner is found after more than 70 years, the law will eliminate legal uncertainty for Polish homeowners and landowners. The domestic political front in the revised administrative law is different from the front in the broadcasting law passed on Wednesday and subject to international criticism. The ruling party PiS can only be implemented in a vote by the opposition protest party Kukiz 15. In contrast, the House of Commons passed the Administrative and Compensation Law by a majority vote. Only MPs from the largest opposition civic platform (PO) abstained.
The amendment is based on a 2015 decision of the Polish Constitutional Court. The court ruled that if it is possible to contest an administrative decision that violates the law without any time limit, it is not in line with the rule of law in a democratic country.
