NEF aims to co-design solutions with those most affected by women-led policies and actions
With inflation expected to hit 10% this year, many people across the country have been hurt. As the cost of living crisis deepens this year, it is more important than ever that governments provide timely support to women in need. Social Security is the most obvious mechanism for giving people quick access to cash, but governments have been reluctant to use it.When the then Chancellor of the Exchequer did eventually provide additional support through Universal Credit (UC), it was temporary, and He has since put forward stricter conditions As part of his leadership bid, people are looking for full-time jobs.
So what happens if such mechanisms, designed to act as safety nets, instead of protecting people, disadvantage them, push them further into poverty, and exacerbate gender inequality? “
Pay Levels and Cuts

Social Security and Its Basic Principles

It aims to create a simpler social security system by consolidating all working-age benefits into a single system and to incentivize people to return to work by: (1) increasing the strings attached to unemployment benefits and the Sanctions for those deemed ineligible; (2) Increased generosity of on-the-job benefits and a regressive rate of withdrawal of those benefits upon entering the labor force.
The increased conditions have a disproportionate impact on those who are often women with caring responsibilities. Research shows that punitive measures such as increased conditions and sanctions do not help women re-employment. While UC’s proposed increases in on-the-job benefits and lower regression rates could support women’s entry into the labor force and help boost their wages, the draconian austerity measures meant that intent never materialized.
While the need for simplification is clear, the way benefits are now income tested and paid under the UC further complicates the system, leading to unequal gender impacts. Under UC, couples work together to assess needs and deposit money into one bank account for each person in the household.This assumes that the money will be shared among all family members But research shows that even distribution rarely happensMen get a larger percentage of resources.
Impact on gender inequality

Co-designed solutions with women affected
Social Security goes beyond just supporting people in paid work. It should also reduce poverty; improve living standards; reduce inequality and promote social stability. The impact of an underdeveloped social security system comes at a high cost for women, especially those with disabilities, immigrants and/or from minority backgrounds.
Those with power to design and implement policies rarely involve those with lived experience, so people often feel that they have little influence over the political process. We hope to change that by co-designing policy solutions with those most affected. Over the next six months, NEF aims to work with grassroots women’s leadership organisations across England.We will hear from women with lived experience on the main issues with the system from a gender perspective, and living income means to them. Most importantly, we will co-design policies to ensure that living income promotes gender equality.
