As many of you probably know, the usual answer is that commercial health plans have the most reimbursement compared to government plans. A key question, however, is how much are they overpaying?

Commercial payers are also more generous to doctors than Medicare, but to a lesser extent.commercial payer in 129% Overall health insurance rates (144% Medical insurance rates for professional services, but only 117% Medicare rates for primary care services. )
However, these numbers do vary by state, with Massachusetts, New York and Tennessee giving the most generous reimbursement Hospital And Arkansas, Nebraska, and Kentucky were the least generous to hospitals (on an absolute level).
for Doctor, Wisconsin, North Dakota and Oregon are the most generous, while Alaska, Kentucky and Indiana are the least generous. You do see greater variance in business reimbursement rates from state to state compared to Medicare rates.
Medicaid and Medicare Rates.
A paper by Zuckerman et al. 2021 Find out that Medicaid reimbursement is 72% National average health insurance rates. This means that if a health care provider is reimbursed $100, a doctor would only receive $72 for the same service to a Medicaid beneficiary. 72% of the estimates are similar to those reported in previous years (see 2016 KFF Medicaid to Medicare ratio = 0.72)
While many people may know that Medicaid varies considerably from state to state, in some cases Medicaid reimbursement does actually exceed the national Medicare reimbursement rate.This 2017 MACPAC Report Inpatient Medicaid reimbursement in many states was found to exceed Medicare, with DC hospitals receiving Medicaid reimbursement at 150% of Medicare rates; on the other hand, New Hampshire Medicaid reimbursement was only 50% of Medicare rates, while Tennessee and West Virginia Medicaid reimbursement only pays 60% of the Medicare rate.

Many people may ask, why don’t business plans directly reduce rates to Medicare levels? The answer is that if they did, most suppliers would go out of business. According to the CBO, hospitals have negative margins on Medicare inpatient care and make up for it through reimbursement from commercial payers.
