A senior state official said that a group of gunmen arrived by boat to hunt down the slain, and another Mexican official said it appeared to be a targeted “execution.”
The attorney general’s office said on Twitter that there were no other serious injuries.
Panicked tourists said on Twitter that someone had shot at the Cancun resort and the staff told them to hide.
Twitter user Mike Hinton told Reuters that he was covering with other guests at his hotel. He said other guests told him that they heard gunshots and a gunman had been on the beach.
“Now hiding in the dark. I was told to be an active shooter on property,” Hinton said. “The medical staff are here.”
Hinton later tweeted that the guests were taken out of the hiding place and taken to the lobby, where they cried and hugged each other.

Mexican security forces were sent to the popular resort of Tulum, about 130 kilometers from Cancun, for reinforcements after two foreign tourists were killed in a gun battle between suspected gang members last month and others were injured.
