Ukraine showcases nuclear power issues

Many of my colleagues have long believed that the best solution to climate change is nuclear energy. Nuclear energy contains no greenhouse gases and is a powerful, scalable energy technology. We know how to build these factories, and most have been without incident for decades. However, nuclear energy is also, as Barry Commoner once wrote, “a very sophisticated method of boiling water.” While I’m far from anti-tech, I’ve always had two problems with nuclear energy. First, waste remains toxic for hundreds of thousands of years, and second, radioactive releases can occur due to poor design, poor operation and maintenance, or a terrorist attack. I never imagined that the army of a legitimately sovereign nation would be crazy enough to attack a working nuclear power plant, but then Vladimir Putin proved me wrong. His twisted, vicious attack on the Ukrainian people also turned into an attack on the ecological well-being of all of Europe and much of his own country. No species capable of producing Putin and providing him with an army can be trusted to manage such a complex and potentially dangerous technology.

One National Public Radio report By Geoff Brumfiel, Meredith Rizzo, Tien Le, Alyson Hurt, Tim Mak, and Daniel Wood provide graphic details about Russia’s attack on Ukraine’s Zaporozhye nuclear power plant. According to their report:

As if attacking a functioning plant was not enough, Russia has also taken over the site of the Chernobyl nuclear power plant, which is no longer in operation. Russia is in the third week of this relentless invasion, even as the United States, Europe and many other countries are doing all they can to impose economic sanctions on Russia and provide Ukraine with arms and humanitarian aid. Their willingness to risk nuclear catastrophe shows Russia’s recklessness and military inadequacy. Intimidating civilians and threatening the ecological well-being of the planet is an unusual but sadly not unique tactic of a murderer as a national leader. We have seen this with Bashar al-Assad in Syria over the years. Now we see it in Russia. I don’t believe this is the last instance of this madness we’ll see.

Until we develop a nuclear energy that does not produce hazardous waste and cannot be weaponized like what we are seeing now in Ukraine, we should limit the use of this technology as much as possible. In the Eisenhower-era “Atoms for Peace” initiative, the origins of civilian nuclear energy was an artificial effort to transform the image of nuclear technology from the horrors of Hiroshima and Nagasaki to something more benign: electricity “too cheap to Metering.” It turns out that nuclear power is a little more expensive than that. Nuclear technology was not ready for prime time in the 1950s, and events in Ukraine show that it is too dangerous today.

I wouldn’t underestimate the threat of climate change, but if I had to choose between a radioactive planet and a warm one, I would choose warm. Fortunately, we don’t need to choose. Increased energy efficiency and a generational transition to renewable energy are achievable. The technological breakthroughs required for decarbonization have already begun, and I believe the momentum will accelerate. No technology is immune to the environment, but I prefer impacts that don’t last for hundreds of thousands of years, and are the type that we can work on and reduce as technology evolves.

We are highly dependent on energy in many aspects of modern life. Our food, homes, water supplies, waste management systems and transportation systems all require energy. These human systems can coexist with the natural world if we pay attention to the damage they cause and work to minimize it. The problem with nuclear power is that while the probability of damage is low, if it does happen, the impact can be huge. The land around Chernobyl and Fukushima was damaged beyond cost-effective restoration. As Russia’s vicious and relentless attack on Ukraine continues, so does the threat. According to the World Nuclear Association:

Some reactors are located in the south of the country and others in the west, areas that are now starting to come under Russian attack.

When we see Russia bombing Ukrainian cities and their inhabitants forced to live without water, food, medicine and energy, we see the fragility and interconnectedness of technological systems that are vital to our modern way of life . We are watching the undeniable courage of ordinary people who have become extraordinary. They do just fine without the comforts we take for granted. But there is a limit to what people can tolerate. Some of these constraints are physical, some are psychological, and some come from the sheer toxicity and lethality of the threat posed. Bombs, bullets and missiles can end lives forcefully and suddenly. Nuclear contamination can appear suddenly or gradually over time. The technology we rely on needs to be resilient, reliable and as secure as possible. Nuclear power fails these tests, as the war in this nuclear-reliant nation has demonstrated. We are learning hard lessons from this terrible and vicious attack on Ukraine. The vulnerability of nuclear power to military attack is one of those lessons.
