Multiple reports rely on the scanner traffic on Broadcastify, claiming a Waukesha police officer The report stated that the driver of the SUV was a black male. “There was a car driving west, approaching the parade route. Red escape. Black male. I couldn’t stop him. He blew the horn and went west.”

Brooks crossed multiple roadblocks before entering the parade, possibly avoiding another crime.
