In his escalation speech (full text Here) Boris Johnson Put forward the idea of directly electing the county governor. (Look 1.01pm. ) He also said:
We need to rewrite the rule book to provide new transactions for the counties. There is no reason why our big counties cannot benefit from the power we have given city leaders so that they can be responsible for upgrading local infrastructure, such as their desperate desire to end congestion and pollution and release new jobs or bypass routes for new buses. Run by clean, green buses because they have the opportunity to control the bus route.
The new “county-level deal” will decentralize power outside the largest cities and provide the rest of England with the same powers that urban mayors have in terms of transportation, skills, and financial support.
County transactions will be customized according to the needs of individual places, making decisions closer to people and places, and it is possible for more places to benefit from strong and high-profile local champions. County-level transactions will provide localities with the tools they need to pilot new ideas, create jobs, drive growth, and improve public services.
