CA Secretary of State Releases “Print at Home” Ballot Guide – RedState

As I reported on Monday, for the California recall election on September 14th, the state was Allow all voters to request “remote access to voting via mail” ballots, Basically allowing them to print and mail ballots at home. The plan is intended for use by disabled voters who use assistive technology or military personnel serving overseas, but due to the last-minute direct amendment bill on the same day, the California legislature passed the Secretary of State to certify that the recall supporters have collected what is needed to trigger the recall election. The number of signatures.

At the time, I pointed out that according to the guidelines published on the Secretary of State’s website, it is not clear how these votes will be processed and what type of audit trail will be conducted.I have raised questions to Minister Weber’s office, some of which are SOS office memo to all county clerks and voter registrars The date is August 11.

From this memo, we learned some information about the RAVBM process.

For example, we know that when county election officials receive a printed RAVBM, “the ballot…will be transferred to the ballot by the election official to make a form.”

And, we know that when someone receives a RAVBM (via a link sent to the email address they provide), a record is kept:

When a county issues a RAVBM, the county must indicate that the voter has obtained the RAVBM by providing VoteCal with a record of mailed voting ballots and including the flag “isRAVBM” set to True.

We also know that the county must report to the Secretary of State the number of RAVBMs received in the election, as well as any reported technical issues and any “migration.”

The certification of RAVBM requires that California jurisdictions that use the RAVBM system provide a report to the Secretary of State within 30 calendar days after the election result is certified, listing the number of voters using the system and any mitigation measures for all reported technical issues (if any).

Many readers want to know how they can help ensure that RAVBM is not fraudulently used in a recall election. What are the legal regulations? RedState spoke with Mark Meuser, a California election lawyer who also ran for the US Senate, and raised this issue. Mercer said, Governing law The processing and counting of RAVBM ballots is the same as the law governing the processing and counting of mailed ballots, because RAVBM is a subset of mailed ballots. A few highlights:

Counties can process ballots through mail-in ballot envelopes as early as 29 days before election day—including running them through tabulation machines—but no one can visit the vote counting until the end of voting on election day.

The mailed ballot envelope and the ballot itself are open to the public, and “mailed observers and public voting” must be notified 48 hours in advance, including the date, time and location of the mailed ballot, and the ballot will be processed.

According to laws and regulations, the “possible” of handling votes by mailing ballots back to envelopes include:

“[V]In accordance with Article 3019, the voter’s signature on the ballot is verified through the mailed ballot envelope and the voter’s history is updated. “

To process a vote by mailing a ballot, you need:

“[O]Vote by mailing the ballot back envelope, remove the ballot, copy any damaged ballots, and prepare the machine-readable or machine-read ballots, including processing and writing the ballots for machine calculation. “

Certain people are always allowed to observe the processing and counting procedures, including county grand jury members, county Democratic Central Committee members, and county Republican Party Central Committee members. “Other interested organizations” are also allowed to observe, but the law does not list specific organizations.

Observers required by law:

[S]Allow them to get close to voting so that they can observe the mailed ballot return envelope and the signature on it, and question whether the individual handling the mailed ballot vote is following the established procedures, including all of the following:
(1) Compare it with the voter registration information by mailing the return envelope of the ballot, and verify the signature and address on the ballot.
(2) Reproduce accurately damaged or defective ballot papers.
(3) Ensure that ballots are voted by mail to prevent tampering with ballots before the vote is counted on election day.

How do we ensure that people who return RAVBM ballots will not go to the polling station for a second vote on election day? In this case, it is no different from ensuring that people who return to vote by mail voting will not vote again. Since this is an all-mail ballot election, any voter who goes to the polling station in person and does not carry a mailed ballot must make a provisional ballot. Compare the list of voters who cast provisional ballots with the list of voters who returned mailed ballots to ensure that the person has not voted twice.

Now, this is not to say that there is no possibility of fraud or error. There are many stories about voters receiving more than one ballot. Moreover, as the number of people moving out of California increases this year, some non-residents are likely to remain on the voter list, and they can register and vote for RAVBM. According to Meuser, conservatives are more vulnerable to voter indifference caused by dishonest media narratives, which means that the state’s very free media portrays the state’s residents as overwhelming Democrats and progressives when in fact They are not so. Meuser said that 8 million evangelical Christians did not participate in the 2018 elections. A new report by Breitbart estimates that 1.3 million conservative Californians didn’t even register to vote. Why? They don’t believe their vote is important. They believe that even if they vote, there will be so many frauds that their votes will not count. They believe that even if they vote, too many Democrats are voting, and their votes are not counted. What happens when millions of people accept this statement? Created a self-fulfilling prophecy.

There is no doubt that we must fight for election integrity and ensure that there are a sufficient number of voting observers and mail voting observers. But we must also make sure that we actually vote, and it is also important to persuade five to ten other people (of course, they will vote to remove them) to vote. Send your mailed ballot back to your county election office as soon as possible, so that when these election night numbers are announced, there is no doubt that Californians want Gavin Newsom to be recalled.
