What can it do
The law stipulates the responsibilities of all companies and organizations that process data.
It stipulates that a series of illegal acts such as information leakage and failure to verify the identity of buyers or sellers can be fined up to 10 million yuan ($1.55 million).
Its scope is wide, including data stored and processed in China and overseas data that may harm China’s national security or citizens’ rights.
It is crucial that organizations and individuals are prohibited from providing information to overseas law enforcement agencies without permission from Beijing.
Zhang Anqi, associate professor of law at the University of Hong Kong, told Agence France-Presse that this indicated that “cross-border data transmission will be more strictly controlled.”
The law also gives Beijing the right to retaliate against any foreign government that takes “discriminatory” measures against China in the field of data and technology.
The implementation details of the law have not yet been announced.
