The other four executives support a proposal by the Minister of Health Robin Swann that will implement Covid-19 certification access requirements for nightclubs, bars, restaurants and a range of other venues from December 13.
Mr. Swan is now also preparing to develop a package of other measures to help improve compliance with current coronavirus rules and guidelines and increase vaccination rates.
Although the four ministers of the DUP voted against the vaccine passport proposal, the party has not deployed a cross-community voting mechanism that may prevent the introduction of certification in the region.
However, the DUP has required a vote in Parliament before the policy is introduced.
Previous administrative decisions on Covid-19 rules, including blockades, were generally voted retrospectively in the House a few weeks after the introduction of these measures.
According to Mr. Swann’s plan, people who wish to enter designated places need to show evidence of Covid-19 vaccination, negative side flow test results, or evidence of coronavirus infection in the past six months.
Covid certification will be used to enter nightclubs, hospitality venues that provide food and/or beverages, movie theaters, theaters, and conference halls.
It is also necessary to participate in an indoor event with 500 or more participants, some or all of which usually do not sit down.
For outdoor activities with 4,000 or more participants, some or all of the spectators usually do not have seats, and a certificate is required.
Regardless of whether the audience is seated or not, they will also be mandatory in all activities with 10,000 or more participants.
Mr. Swann hopes that the regulations required for the legal change will take effect on November 29, with a grace period of 14 days, and then take effect on December 13.

“We will not achieve this with Covid passports alone, but they can make a valuable contribution to protecting people in high-risk environments from entering the ICU.”
On Wednesday, the death of 12 other patients who had previously tested positive for Covid-19 in Northern Ireland was reported, and an additional 1,848 cases were positive for the virus.
On Wednesday morning, 427 Covid-positive patients were hospitalized, 33 of whom were in the intensive care unit.
