In June 2021, President Tokayev of Kazakhstan signed the decree on “Further Measures of the Republic of Kazakhstan in the Field of Human Rights”, which he said was an important step in the political modernization of Central Asian countries.
“An important stage of political modernization is the further implementation of specific measures in the field of human rights. The corresponding decree was signed today. The government has been instructed to adopt an emergency action plan to implement it,” Tokayev said on Twitter on June 10. The results of the plan are expected to be discussed once a year, and the first evaluation will be conducted in January 2022.
The European Parliament passed a Resolution Criticize Kazakhstan’s human rights record, emphasize gender issues, the situation of civil society groups and activists, and demand the release of detained activists. Kazakhstan officials responded that the criticism was unfair and the EU should not ignore or block efforts to improve the country’s human rights record.
The priority areas of the plan include efforts to eliminate discrimination against women and promote freedom of association, freedom of speech, and freedom of life and public order. The plan also aims to increase the efficiency of interaction with NGOs and improve human rights in the criminal justice system to eliminate torture and ill-treatment of prisoners.
Improving Kazakhstan’s human rights record can bring economic benefits, and potential foreign investors will be attracted by a more stable and less risky economic environment.
