Without even delving into the hypothesis, I think I can answer this question—there will be no Durham report.
Under the leadership of the former AG Bill Barr, following all disturbing revelations involving the FBI and DOJ’s corruption related to Donald Trump, transparency and justice were promised. Durham was assigned to investigate (later appointed as a special counsel before Trump resigns), and immediately received multiple criminal referrals from the inspector general of the Justice Department. After refusing to take action against anyone but one of them (Kevin Kleinsmith), we never heard any more news. Now, AG Merrick Garland, a political actor (if any) is in charge. Does anyone really think Durham will do anything instead of quietly stopping his activities, if he hasn’t?
The responsibility is for rubes. The Justice Department/FBI operates under a completely different set of rules concerning how to enforce and enforce laws. If you lie to the FBI, you will go to jail and your life will be ruined. If an FBI official or agent lied to the FBI, they would be half-heartedly accused by the FBI Director. Durham just didn’t pass the idea that it needed more time. Robert Mueller did not hesitate to prosecute and not knock on the door while his investigation was still going on.
