Politics reserves the right to take stricter measures

Given the sharp increase in the number of coronavirus infections, it should now also be possible to order restrictions on contact, as can be seen in the agreement between representatives of the three parliamentary groups provided by the German News Agency. In addition, people who have not been vaccinated should no longer be allowed to ride buses and trains if they test negative—regardless of the mask requirements that continue to apply.
Countries should take action

The three parties forming the coalition are insisting on their plan to end this special status. However, through resolutions of their respective state legislatures, the federal states should be able to retain certain individual measures, such as restricting leisure activities. But the exit ban is not one of them.
The Bundestag has amended the Infection Protection Act. The expert hearing is part of the legislative process and is scheduled to be held this Monday. Parliament is scheduled to vote on Thursday.
Lauterbach expects hospitals to be overburdened
