Baker told Fox News, “We believe that our State Department is directly responsible for some of those people we believe to be, and I don’t know how many have survived.”
“The State Department stopped us at every step,” he continued.
“The State Department and the White House have always been the biggest problem,” he said, despite attempts by other countries to coordinate these efforts.
