a dissertation Westridge et al. (2023) Examine how payers perceive five different value frameworks. Value frameworks of interest include:
- American Society of Clinical Oncology (ASCO) value framework,
- Drug Pricing Labs Drug Abacus (formerly Memorial Sloan Kettering Cancer Center Drug Abacus),
- Institute for Clinical and Economic Review (ICER) Valuation Framework and Evidence Report
- Innovation and Value Initiative (IVI)’s open source value project model,
- National Comprehensive Cancer Network (NCCN) evidence block
The authors conducted a double-blind web-based survey to assess payer perceptions of these value frameworks. Overall, 51 healthcare payer respondents found that the most important factors when selecting a value framework were (i) including appropriate metrics and outcomes, (ii) providing comparative clinical effectiveness information, and (iii) outcomes Methodologically rigorous and unbiased.
Among the 5 value frameworks, ICER, NCCN and ASCO were considered the most useful value frameworks for prescribing decisions, while ICER was undoubtedly the most useful for drug price negotiations.
